With Office 2016, it seems that i need to use the /config switch or else when it is trying to install English, I am getting an error that it cannot find ShellUI.mst and from the logs, it seems to look for the French ShellUI.mst. I didn't even have to use the /config switch when I ran setup and it will install English on English machines and French on French machines respectively.
